Finally after 3 months of trying, I found a supplier for EBC pads.
He has 30 sets of the FA177 (front) for $26.00, I did not ask about the FA173 (rear), I was able to get those through normal scources. I am sure he has them also.

cyclebrakes.com carries both Galfer pads FD207 for the front, available in the blue and green pads. and FD200 for the rear, only available in the black.
