Rear brake shoes don't fit ETZ 251

Hi Guys,

I recently rebuilt my back wheel and noticed that the rear brake shoes were in dire need of replacement (one disintegrated in my hand). I bought a new set and mounted them up but now they will not fit in the hub (I should not I have the 18 inch ETZ 250 wheel on mine as I like the ride height). The weird thing is I'm pretty sure the brake plate will fit in the hub but it is catching on the spokes before it can get to the drum itself, is this known? Any ideas?
