Either a holed float... but that usually ends up with fuel pissing out all over the place
Or a speck of dirt /corrosion in the float needle valve... carefully dismantle the valve, polish the needle well and re-assemble

it does appear to come out of where the gasket is at quite a rate of knots ?
how do i remove the floats, have had a go but seems almost impossible.....

Remove and clean the float valve first.
To remove the float you need to tap the pivot pin out. IIRC it only comes out one way having serations on one end. The "legs" that the pin go through are fragile so be careful, I use a pin punch and a very small hammer and arrange the carb so the leg is supported

If the fuel is coming out at the gasket, it is definitely overfilling... and you probably need new gasket. The float height may also need adjusting but we can come to that later!

( I am assuming this is a BVF carb by the way)
