tickover too fast on my ETS

I've got a problem on my ETS/TS hybrid thingy. I can't get the tickover to come down to an acceptable level. I've tried adjusting everything that I can until cable etc is as low as it all can go. The cable has a free run and doesn't seem to snag anywhere and the slider is going all the way to the bottom of the carb. I'm wondering if the pilot jet could be too big. Would this cause it to tick over too fast if it was the case?
Any ideas appreciated!

First guess, is your choke stuck open?
Second guess, are your float levels correct, or stuck open?

If your sure the slide is fully closed, then also check for a air leak between the carb and cylinder.

Mmm, the choke is not sticking, Ive checked that and made sure that there is around 3mm free on the cable.
I haven't checked the float height though - that can be my next job. I'm sure there is no air leak but it is running with a KandN style filter as I can't use the original air box because the inlet manifold now bends the wrong way as it's a TS one and not a straight ETS item. If I take the air filter off it makes no difference by the way and fiddling with the air screw does nothing.
