MZ 251 Clutch Problem

I am mending my daughter's MZ 251 (1995) and I cannot get the clutch to disengage.

The bike was jumping out of 3rd gear but the clutch was working fine. I took the engine out and had the gearbox selectors sorted at a shop. I have rebuilt the engine and put it back in the bike. Now, if I operate the kick-start the engine turns over and continues to turn even when I pull the clutch lever. I have checked the cable connection to the arm and this seems OK. I have adjusted the clutch as shown in the manual and still it doesn't work.

Any suggestions as to what I should investigate next?

sounds like the clutch basket got put back to gether wrong or a part was left out
