7,000 RPM Idle speed ETZ 251

I am stuck again! I fitted a new throttle and oil pump cable to an ETZ 251. After standing for nearly a year, with no fresh fuel the bike started but revs up to 7,000 RPM and will not go any slower. Any ideas?

slide sticking or cables not adjust correct

slide is high as it would not run that fast if it was down from lack of air
