Might be a daft question, but how do you replace them?
Cut off the old ones and push the new ones on?
As the footrest pivots appear to be riveted in place I dont see any other way.

put some liquid soap or brake fluid in them and they will push on a lot better

Sorry meant to have said, pillion footrest rubbers.
I have since found out that you cannot buy pillion footrest rubbers (at least I have been unable to find any), I found that rider footrest rubbers fit, all you have to do is knock the pin out of the footrest pivot, throw the old rubber away, and cut down the rider rubbers to open the end then cut the other end back to the end of the cutout.
The rubber then slides nicely over the footrest tube, then you re fit the pin and re expand the end.
Job done.

If you take the pillion footrests off, stick them in a vice you can drift the footrests out and off. Sometimes compressing the footrest (in situ) and someone else can drift them out on the bike. First way is less disruptive though. If the pins are unusable after drifting them out, if no replacement is available. You can use a 10mm short nuts and bolts.

Puffs - of course you can replace the whole thing, but replacing just the rubbers is cheaper

But then I have an even cheaper & easier solution for you: just take'em off!
