2005 moskito 125 fuel system question

Directly underneath the gas tank there is this small round metal thing, about the size of a silver dollar. It started heavily leaking fuel today. Can anyone tell me what this piece is? The bolts leading to and from it are tight, but gas is everywhere, and the scooter won't run.

may be a tap for a water drain
does the little tip in the bottom push in letting more gas out
or a pressure release for the tank

I'm not sure what the nozzle on the bottom does. When I blow through it, there is no flow. When I suck through it, it sounds like a diaphragm inside pops either open or shut. On the far side you can't see in the pic, there is another outlet that the fuel feeds through to the fuel filter. I'm just stumped as to what the heck this thing is, or if it's even a necessary piece.

if there is no manual shutoff
it may be a shut off
operated by fuel demand or vacuum
if its went bad you may be able to replace with manual valve
like used on a lawn mower or a bike
there were some small jap bikes that had a vacuum shut off but none come to mind
at this time

if its leaking you can replace with a shut off from other bike or scooter
that fits the tank threads... but be sure to plug the vacuum line if new one is not vacuum type
and turn off fuel when you stop so you do not flood the motor

replacement vacuum valves i found on the internet have outrageous prices
so a standard lawn mower valve is probably cheapest but no reserve
